I like Joel for this but those are certainly not his normal diamonds. I'd expect some silver work from Bob. (some more fine silver work, that is)

I'll say Manzino...but this is a challenging one for me.

This is a hard one to guess because it is a lot of small intricate work, but no multi layered inlays so almost any really experienced CNC cuemaker could pull this one off. It is a really nice looking sleeve.
 
I initially thought Manzino or maybe Tonkin like so many others but Joel Hercek never came to mind.
But then again I'm by no means a Hercek expert, just a really big admirer. Ultimately my pick is Josey.
Anyway, no matter how you measure beauty, this design should owns that category in my opinion.

Good thought, the style "fits", BUT not Josey....
