Use the Paint program. It's the easiest and you don't have to join anything.
Click START
Click on PROGRAMS.
Click on ACCESSORIES
In the dropdown window, click on PAINT.
Pull up picture in PAINT.
Click IMAGE tab.
Click STRETCH/SKEW
Change HORIZONTAL and VERTICAL to same numbers. Dependingon how big your photo is, I'd try 15 and 15.
Save it using a NEW NAME to your desktop.
Piece of cake.
