10:24.30 mark NOT 10:34
It's the last match.
It feels illegal, but he never lets go of his cue stick for measurement.

 
No idea what you are asking here. What is it that you think could possibly be illegal? I can't see anything out of the ordinary on the shot at 10:24:30. Perhaps you have the time stamp wrong.

On the other hand, there should have been a clock shot violation here. Slow play ruins our sport.

If he had dropped his stick and disturbed the balls and then tried to hide the CB in his pants pocket, I'd be calling foul for that.

I hope using your cue to measure kicks is not illegal, I do it all the time. I had someone call it on me during league play once but someone on his own team corrected him.

Only way the 9 ball goes straight to the short rail is if the the cue ball went off the object ball first.

If it's ever so close it's a split hit....call goes to shooter. This one wasn't even close.
 
From the view supplied, the 2 could have gone perpendicular or sharper up table. It went 80degrees +/-.

Also the rock left the zone square with the 10.
 
The original question is not about which ball was struck first. Bill was asking about whether the player is allowed to plan the kick shot by using his cue stick as a measuring device. That happens at 10:24:38 exactly. The hit occurs later.

As for the good/bad decision on the hit, the video is not good enough (at a fast enough rate) to determine directly which contact was first, but the movement of the balls is consistent with a good hit. YouTube has a single-step feature if you are on a big screen. The <> keys (don't need to shift them) go back and forward one frame at a time if the video is paused.
