I have seen TONS of Titlists and never seen one like that. I would have to vote a resounding NO.
 
Nope

I actually have a Palmer "blank" that I had a local cuemaker convert into a cue - same veneers with ebony points and butt. Its a Palmer blank - I also have 2 titlist blanks - different veneers.
 
KPC or Adam blank, but I'm leaning towards KPC. Tate the Palmer collector is the man to ask.

Interesting, it's a 2nd catalog Model D but made after they started buying Adam blanks, about 1975. I've not seen a model D with anything other than a Titlist blank - most were made well before 1975. The 3rd catalog Model 8 is what it resembles, but these had Adam ebony points with ebony veneers.

Chances are if you took the wrap off, this would be a full splice Adam blank underneath. It may be cut short, but that's what it started as.

As PDX pointed out, it could have been a KPS (Falcon) forearm as well but this one looks like an Adam to me. They finished the wrap a little higher than usual on this cue. If it says "Original by Palmer" it was made to be sold in the Palmer shop. If it has a players name, it was custom ordered.

How coincidental, another of these cues/forearms has appeared.

It may not be obvious in the auction pics but there is another similar if not identical model D being offered on eBay.

The seller in the second auction sent me close-up pics of his cue and it is not a Titlist forearm. I advised him to add the close-ups to the auction but so far he has not.

I had a Palmer with titlist points and in the window the foil was blank? Can you explain that?
 
Not if you bought it new.

If you bought it used, I would say that someone removed the foil and/or inserted a blank foil material.

Sorry I missed this before. This is very uncommon - it may have been a replacement or ordered that way - although I have no idea why someone wouldn't want the name "Palmer" to be on the foil.

This ebay one was custom ordered as evident by the name tag - which makes more sense. Most of the model D's were made before 1972 or so using Titlist blanks. However, Palmer would produce any previous design on order until well into the 1980's. Since Titlists were no longer available, they started using the import blanks in 1975.
