I sent the seller an email last night. This is how he got back to me.

He is correct. Thinking back, I must have been crazy to think that 25 pieces of chalk might be worth $245 USD.
It was hard as a rock. I ground the tip into it two nights in a row and it didn't make a mark on the chalk.
I gave a piece to a buddy to try. 5 pieces were for him anyway.
He chalked his cue once and said, "Garbage, I don't want it".
I have tried just about every chalk available including Kamui so I'd like to think that I know what is good and what isn't.
It wasn't buyers remorse. If the chalk was anything close to BD, Russian or even Pre Flag, I would have kept it.
I spend more money than that on a weekend for pool and beer, so it wasn't a big hardship.
It could have been great chalk at one time, I have no doubt about that.
I think what I got was new old stock and that is where the problem was. Obviously because it isn't made any longer.
I just hate getting burned for anything.

I sent Pay Pal another email so hoping that they might review it and reconsider.
It just may be something very simple. I thought when USPS said that the address was erroneous and undeliverable, that they probably know what they are talking about.
