How about this tennis aspect that could easily WORK for pool....Paul Schofield....I bet you will try this.
Use the 24 sec shotclock like Wincardona says +.....
Playing sets, have one person break the first set completely, then the other person breaks the next set, lets say race to 2, 3, 4 or 5 depending on what the tournament director chooses, before event begins, and with a tiebreaker like tennis. Best 2 out of three, or three out of five or 4 out of seven. You could do it dbl elim or single elimination.
Now this could work.
You rack completely for your opponents set, then the next set your opponent racks for YOUR SET, ALTERNATE SETS, ALTERNATE BREAKER & RACKER.
If it goes Hill/Hill:
Tiebreaker, just like tennis, one player breaks first, next up has two breaks, then next up has two breaks, win by two or first player to 11, if it goes ten/ten then lag for last break.
