4ball is a little more then a chalk cube off the wall. Tough combo and you can't just shoot the 4 in.
5 is frozen to the rail.
What is the play ?

I'd go one rail softly into the 4.
That looks to be the best option.
It's always hard to tell from these photos but a slow rolling cue ball with a ton of middle left might spin the 4 in,but again that's so close to not working you would have to see this in person.

A massed shot could make the 4 but what if you miss and leave a hanger?
 
1 rail kick the 4 aiming to hit the outside rather than the inside
soft as i could, id be ok with taking a foul here, tough spot no matter what

I'd attempt to cross the 4 to the opposite corner hit CB with center follow with enough to bring it
back above the 5 so I could roll it (5), into corner.

Not a good move to shoot a low percentage shot in 14.1.
If you miss you could leave a break shot for your opponent and he could run racks on you.
14.1 is a conservative style of play.

I had written something to the effect of; Knowing that banking is not a favorite of
14.1 players it is in 1-P as well as a few other skills that don't normally get used in 14.1.
I believe that all skills that a player has should be utilized in any game or they are just
tying 1 arm behind their back and trying to win that way. Just my opinion.

Measureman is right. You are talking about scoring only 2 points as from where I think you leave whitey after your bank the 5 isn't a very good break ball. You miss the bank and your opponent may punish you with a big run.

I once saw Willie Mosconi on a talk show and the host asked him how he would play a ball next to the cushion that had no obvious pocket? Willie in his condescending tone replied "You bank it . the cushions are rubber for a reason".

prior to here and sleepy brain remembered;

my first thought is to kick off the short rail and try to nudge the 4 onto the 5 but as measureman pointed out thats fairly low percentage considering too fast or slow and you sell out.

You have to hit pretty close to the corner pocket so it might take a little left.

You could also just thin the four and try to freeze the cue ball on the end rail:

I think this shot depends on your opponent and the table. It will leave a shot that will give your opponent a chance to miss.

Here is another possible shot, going rail first to the 5:

This lets you get more distance between the cue ball and the object balls. It uses a special technique to aim: play as if you want to barely hit the 5 on the left side ignoring the cushion. Depending on the cushion, you may have to aim to barely miss the 5. This works best for frozen balls but can be used to contact nearly frozen balls. Probably not the best choice in this situation at it leaves banks, but you may want to test your opponent.

I shot it 1 time and ended exactly like Bob's first diagram. Was a backup bank on the 4 but you were going to carom into the 5.

He did miss the aiming method I mention above.
