As it is in many other arenas, you are wanting to ban one of the few people that are trying to HELP the game.
Others will sit back and think that if they can find 3 more players to add to their league, pool is advancing in their area.
I've told you already, if you want pool to thrive, it will come from gambling. Pool is a gambling sport, not a league sport.
YOU NEED TO EXPOSE THE LEAGUE PLAYERS TO ACTION.
I said it before, change the leagues to tournaments. Try and get the guys that cashed to gamble afterwards.
Make accomodations for spectators to watch these matches. Make plenty of food and drinks available. Stream or tape the big money matches and make them for sale at your room or online.
Then your average league player will witness a big match. HE WILL WANT TO BE THE ONE PLAYING FOR THE CASH. HE WILL WANT TO BE THE ONE ON THE STREAMING TABLE.
He will understand that leagues are a waste of time. He will get the desire to improve, to win tournaments, to feel what it's like to play for alot of money, and maybe have 50 people watching him play.
This is the atmosphere you need to create. It will bring in gamblers and regular folks to the room just to watch the action. They will become patrons of your room when they otherwise wouldn't have. Nobody would choose to come and watch a pool league for fun. BUT THEY WOULD CHOOSE TO COME AND WATCH SOMEONE PLAYING FOR $1,000.
Advertise the match ahead of time. Have drink specials. DO NOT LET THE LEAGUES RUN POOL PLAYERS INTO BRAINDEAD ROBOTS.

Look at the players that make up your local league. Now, think about which of those players would place in a local handicapped tourney. You might get 1 or 2 of those players on average that have a shot.
The average league player would probably pay his entry fee and get knocked out in a 1st or 2nd round. If this happens to them again and again, there is no way they will continue to shoot. So now your tournament is dead.
League offers these people a chance to compete with each other, usually for half the price, and they have a chance at winning the match, regardless of what kind of return they get, people usually go for 'instant gratification' rather than 'it will pay off 10 years down the road'.
You are right, there would be people watching a big money match. Its not their money, and you know these people aren't going to sweat any matches. So whats the point there. I assure you that if you had 100 people watching a match for $20,000. Maybe, MAYBE one of them would imagine theyd to play for it. NONE of them would want to put up right then and there. But that will never happen because you wouldnt be able to get 100 people to watch it in the first place because, unless you understand whats going on, pool is ungodly boring. Not everyone in the world can sit rail all day and pick out a good shot vs. a bad shot.
Gambling isnt pool. Pool isnt gambling. There is a place for it, but thats not what its about. I think you have watched 'Poolhall Junkies' or 'The Color of Money' one too many times.
If you put a match on TV between 2 top players, and they each had to put up $250,000 of their OWN money, how many people outside of the pool world would watch that match? NOBODY CARES. And the people that DO watch it, with the exception of people in the pool world, would only watch the last few minutes to see who won.
None of your ideas can possibly save pool. Pool is one of those things that will ALWAYS be around, but it will only be popular every now and then.
