He's using the english that the position calls for. You'll notice he uses inside on a few of the shots, too, when he needs to get back in line using 2 rails.
I played a set of 9-ball with Oscar Dominguez recently. He used a fck-ton of English to get around the table. In my observation, pros are hitting off the vertical axis at least 75% of the time.
As it happens, outside English is far more commonly needed to get back to center-table in rotation games, or drills of this sort. My make percentage is higher with a little outside, or "helping" english, either because I'm more used to using it, or I get fewer skids or throw from dirty balls or chalk spots on clean balls - can't really tell which at this point, but the reason doesn't matter.
I'd love to see CJ do that drill with a GoPro using only TOI.
