UPDATE June 5: I shipped the cue to Singapore then Inevitz mailed me a check and all is well. Mr. Goh is an honest gentleman. Guess I got paranoid about "unconfirmed addresses" for no reason in this case. Thanks Chester.

Dave:)

OK, I recently agreed to sell a cue to an AZB member in Singapore. During our discussion to do the deal I mentioned twice that I would only ship to a "VERIFIED" paypal address. Now the payment has been credited to my paypal account but the shipping address is "UNCONFIRMED".

This Singapore buyer has 5 AZB posts and made 1 purchase on AZB . Buyer now says his shipping address shows that it's verified from his end.

Thankfully I still have the cue in my hands. Other than contact Paypal, what should I do from this point?

My friends experience: Recently after receiving his Paypal pmt, Eric shipped a nice Scruggs to an "unconfirmed address" buyer in SE Asia . Five weeks later his account was charged back the entire payment due to the buyer using a stolen paypal account - He's now out his $1,400 Scruggs with apparently no recourse.

Refund the money, and tell your buyer that you won't send so much as a toothpick to him without making sure his address is "confirmed."

If that won't work, tell him that the only other option for him is an international money order, which will be verified as authentic and cashed before the cue is sent out.

That's what I'd do, anyway.....

Last I remember Paypal has certain countries where they "do not (or can't) confirm" an address.
To reduce sellers risk - No confirmed address = no ship regardless of country.
I'd agree to ask for payment by certified funds or MO.

What is the time for a deposited amount to be cleared? Check with paypal. Wait the period before sending the merchandise. Make this clear to the buyer. If he does not agree then return the money. It could turn out to be a leggit deal. If you are sure you can get the money from someone else then get it. These are just my suggestions. Good luck which ever way you go.

Pay Pal cannot confirm an address "outside" the Continental US. I'm from Puerto Rico which is a U.S. Territory and somehow my current address is no longer confirmed as it was years ago.

In this case, I would return the money immediately. There is no guarantee about the money you recieved. Look at what happened to your friend.

I've been burned the same way and by a "reliable buyer".. No way would I send the cue.. From experience... DO NOT SHIP THE CUE>> Refund the $$$ and save yourself some headache!!

I work in the industry. Feel free to PM me for more information.

I would not suggest shipping the cue. PayPal is by no means completely secure when sending to SE Asia, and their buyer protection equals or even exceeds that of the ridiculous buyer-friendly policies of the credit card issuing banks.

Western Union

Have them pay you thru your local Western Union location ,you get to leave with cash & do not have to give you banking info. All you have to show is a photo ID.So no chance of a charge back.
Do not send out the cue until payment is in hand.

If you ship to unconfirmed address, paypal sides AGAINST you every time. People are using mass mailings with spoofed login pages to obtain others' paypal info.. they then change the address and make tons of purchases before anyone is wiser. In the end, Paypal will screw you if you ship to unconfirmed. It takes all of 30 seconds to get your address confirmed with paypal, if you have a credit card. Refund the money and tell the buyer to get his address confirmed.

DO NOT SHIP!

Refund the money and say "thanks, but can't take the risk."

You have been given wise advice.

Have a good friend who had his Paypal account debited $1,400 FIVE WEEKS after it was withdrawn and deposited to his bank account. Not sure what the max time is to say your safe from these debits on your Paypal a/c.

I contacted Paypal and requested they refund the $400 minus the paypal fee. Have contacted the seller and explained the refund and that I would accept a cashiers check if he wanted to proceed.

The buyer in Singapore could be completely legit but I told him twice that I would not ship to an unconfirmed Singapore address.

Good advice Tank, thanks.

I will not name the buyer as I have no evidence that this was a phony deal or stolen Paypal account. Nothing personal here. In fact he's been pleasant and reasonable, I wish him well.... I just won't ship the cue without secure cash in hand.

You can go to the bottom of the transaction page, and there is a box you can check to refund the payment. If you do this, there are no fees to either party.

Don't take PayPal on overseas shipments!!! It's not worth the risk!!! The safest method of payment for the seller, from overseas buyers, is Western Union Money Transfer. You can simply pick up your cash at a location near you. Then ship the cue. No way you can get screwed.

good ole Paypal

I used that exact same refund button today Mick.

Buyer sent me $400, Paypal kept their $15 fee (almost 4%). Later this afternoon I refunded the money, $385 after the fee. The buyer actually received only $370 after they deducted another $14.90 or 4%.. charging 8% in an afternoon is pretty lucrative biz.!

Whew! I feel better now.....

Not sure about confirmed addresses. Is it the same as being a verified account? From my point of view all the address in the verified accounts are confirmed addresses unless they are transitional addresses like hotels, rental etc. Majority of Singaporean have permanent addresses.

I have been using paypal for years to buy or sell cues from Singapore. Though not very frequently.

Most of all my ebay transactions were through paypal and so far i have very little problem.

I think ultimately it is still who you deal with. If the guy is out to cheat you then even if he is from the USA you will not be safe. From the buyers point of view, if he sends you cash then what guarantees will he have should you not ship the item or not one that is described?

I would recommend that if you do not feel comfortable with a transaction you should at least try using one of the escrow services provided by some of the esteem members here in this forum. Right now i feel more sorry for the guy who bought a few mouse clicks for $30!

The Paypal site says there is no charge for using the refund link.

I've used the refund link a couple of times and was never charged a fee. In fact the buyer is refunded the full amount and the transaction is cancelled along with any fees.
