Who is Joe Rogan talking about?

I don't know who he was talking about but I know or knew of a young guy that was like that. The kid played lights out when he was 'right'. He would show up at a tournament with all of his belongings in a garbage bag,stash the bag somewhere and snap off the tournament. Never had money to buy half of himself in the Calcutta.
He would sleep in the parking lot or behind the building at the pool room. I haven't seen him for a couple of years now, hopefully he got away from the people he was running with and got straight but I doubt that.
 
If he's talking about Waterdog, whom I knew, he's talking about a heroin addict, not somebody who used or needed heroin to amp up his play.

I'm guessing Joe is speaking of someone else. An example of an elite player that, by reputation, could only play his top speed if he used drugs first is Tony Watson. It is possible Joe is speaking of him, but it could be a lot of different players.

Another is/was 'Parkbench' Charlie Ford. He lived in Tulsa a few years and beat just about all comers. Only guy he ducked was Matlock(probably a wise business decision). He liked to go fast and if he got his 'mixture' dialed-in watch out, he'd run racks like water thru a hose. Played at least two balls worse on 'the natural'.

When someone says “I met a guy” they are describing one person. But I get your point.

as for the heroin story, it's not the usual performance enhancing drug of choice? i've played on morphine, oxycodone, tramadol since i fked up my back. neither helped my game to where it was before. the focus is off, the energy is off. even coffeine is better in terms of enhancement. i would think most chem players use CNS stimulating drugs, not heroin
 
Hoppe wrote a book titled 30 Years of Billiards about all the early small game players, from the beginning days in 1925. Hoppe won his first championship in 1906 he had just turned 19 and played a man nicknamed The Lion of France. Kind of a David and Goliath scenario.
I think that picture of Hoppe was from the late 40s. He would have been about 60.
I have no idea what the timeline in Chicago was, but by 1966 , there were only about 5 billiard tables in the city of Columbus, and it was all old men playing 3 cushion for a dollar a game. None of them could run 3 points There were also about the same number of snooker tables and they played 5 or 6 player golf on those and almost all of them played terrible also.
I'm actually glad there were no great players to learn from, I would have spent my life living behind a Jack In The Box somewhere or watching the grass grow above me on a seasonal basis.
I'm ok with plinking on this keyboard until it's all over.
I did go to a tournament in Milwaukee once , I met Bob Byrne there, and Charlie Cacciapaglia they had 3 billiard tables in that room I believe, that was 2 more than I had ever seen anywhere else.
It may have been Romines. about 1990

I know the late 80s and early 90s were rough on a lot of players ,It seemed like the whole country was using coke.

The 'Antlers Hotel' in Milwaukee had three 3C tables on the ground floor, along with 'Cigar stand & Barber Shop'.

On January 1, 1961, Bensingers (Clark Diversey Billiards) opened up with twelve 3C tables in the Main room and one 3C table & Pool in the exhibition room. They stayed at that location until 1973.

Chris's Billiards in Chicago has had 5-7 3C tables since it opened around 75.

North of Chicago, in Rockford, IL. was State & Madison Billiards. They had the 'Sweetest 5 Matching 'Brunswick Arcade' 3C tables I ever played on!
 
Pretty sure he's talking about water dog. I think he mentions his name (moniker) earlier in the podcast.
It fits, other than Joe's contention that he looked completely different after he went to the bathroom to get his fix, which is why I was not so sure.
