I enjoyed this thread. Research is a part of my job description, and when I see a photo like this, Google calls my name. And I keep digging and digging until I get an answer.

This is a pool room called Fratelo Pizza and Billiard, a "pool bar" located at Hata'as Street 11 Kfar Saba, Israel. After I figured out the name based on reading the two half words on the front windows, I found it.

I'm pretty sure the words on the back of the gunman's shirt means "boardshort company," but that is subject to check and requires more digging.

Note both he and the waitress are carrying using the same method.

I will lay odds either can deploy their weapon, locked and loaded, in less than one second.
 
Several comments in this thread express concern for people that openly carry a weapon.

I must be crazy cause I applaud those people. They openly express their choice too protect themselves. Good for them IMO.

I CC myself because that is the way I feel comfortable, the only difference is they want to let good and bad people know they have a weapon..

With or without a weapon if a player pulls a move on me they will hear about it. I don’t tolerate that behavior from anyone…
 
When an Israeli youngster is in for his/her army service (and every one, man or woman, is due to this) they are to carry their weapon everywhere they go. Since the country is not big soldiers and officers frequently visit home on their vacation in the end of the week. Carrying their guns all the time. Hence a guy in a pool room and a girl at a bar, armored with their M16s

Almost… 😅
Not every soldier has to carry a weapon, but those who do, have to carry it all the time if they don’t have a safe place to lock it.

Back in the day, when I was in the service, inside the jurisdiction of Israel, we were not allowed two have the clip loaded, but now they can if there is a lock in the chamber for safety
