To jack the table surface up. This is commonly done for garage installs since the floor is usually pitched

If the original shaft still has the joint, you could also get a cue maker to use that joint and make a new shaft. Wood blanks are pretty cheap. A buddy did that with his and made it a break cue with a CF shaft.
