Does anyone know what this is?

I don't know what it is but I have a guess. When people make thier own rockets they have to have a fabricated charge that burns the fuel for a specific period of time. Some rockets can be fairly large. The explosive shooting out of the end of the rocket doesn't necessarily burn evenly. By transferring the burn through the type of funneled contraption in your picture, you can create a more evenly dispursed charge so the rocket is less likely to shoot off to the left or right when it burns.
Just an educated guess.

My experience with shotgun shell reloading has never steered toward this type of gadget. Granted I have never reloaded Paper hulls or Brass ones either.
