the object ball is not
you shoot away from the rail hit the object ball and the cue comes back to the original rail
is that a foul

also what or where are the official rules published,where can i get a copy of the rules used at derby city
 
I can't see any reason why that would be a foul. You make contact with a ball and then a rail.

If someone thinks that is a foul then they know nothing about pool, its not a foul in any pool game.

Somebody needs to tell Shuff thats not a foul,we were playing about a year ago in my pool room and this same shot came up,i was the 1 shooting,qball was froze on back rail,object ball was not ,so i hit the object ball and came back to the same rail that the qball was froze to and he tried to call that a bad hit,of course i didnt go for that and never spotted any ball,but he keep swearing that i cheated,now in baltimore we play that is no foul,apparently where Shuff is from they play it is a foul,so maybe different parts of the country,they play it different,but in my home room it is not a foul.

It's not. Usually the idea of the "dead rail" comes up when the object ball is frozen to it. But if a ball frozen to the rail leaves the rail then the rail is "live" again, whether it's the CB or the OB. The applicable World rule is this one:

8.4 Driven to a Rail
A ball is said to be driven to a rail if it is not touching that rail and then touches that rail. A ball touching at the start of a shot (said to be “frozen” to the rail) is not considered driven to that rail unless it leaves the rail and returns. A ball that is pocketed or driven off the table is also considered to have been driven to a rail. A ball is assumed not to be frozen to any rail unless it is declared frozen by the referee, the shooter, or the opponent.

This comes up more when it's the OB frozen to the rail. Then you cannot glance off it or double kiss it and call it a good hit. It must strike another rail or come off that rail and then back to it, like if it hits another object ball and then comes back to the same rail.

100% not a foul. You hit the object ball, then a rail. Legal hit.

You're showing your age :). I believe I remember when both of your examples were fouls, but not in many years. So this comes up every now and then when older players are playing.

No foul.

I had this exact same scenario come up while playing Adam Kielar at Derby last year. We were tapping a cue ball and OB around on the foot rail and it left me frozen to the rail with the cue ball. I shot away from the rail and struck the OB abd came back to the rail. He called foul and I insisted it was not since I left the rail and make a legal shot. We ended up deciding it was not a foul... (not sure where the question was)

I did take an informal survey later from a couple guys and they all agreed it was not.. Alex, Cliff, Corey, Mika, Rodney, amongst other.. :)

Its a foul... cue ball stays put and ball gets spotted.

We are talking 1p here, right? What kind of shot in 1p comes up where you manage to bounce the object ball off table and at the same time keep the cue ball on table? Who shoots that hard when they try to move or make a ball in 1p?

I am aware off the shot where you jack up and foul when the opponents ball is deep in his pocket, but then the cue ball also always fly off the table.
 
From the opening poster's description, it sounds like a simple, but in close, safety play. For that, it doesn't matter a bit whether the cue ball starts frozen to the rail or not, as long as it travels across an open stretch of table and then contacts an object and then continues on to contact a rail (or object ball continues on to a rail). Those are just basics of safety play for pretty much all pool games.

Now, had the cue ball been wedged between a ball and the rail and frozen to both, that would be a different situation, because from there either the cue ball or object ball has to travel a bit more, because it starts out frozen to both. In that case you would need to play safe "by pocketing the frozen ball, or by contacting either another ball or another cushion enroute to a legal shot."
But in the opening post it sounds like there is air between the cue ball and object ball -- no problem.

These are the accepted rules at most tournaments these days, including Derby City. The CSI has re-written them slightly for their rules, but there's are also basically the same rules.
