I have not seen a laminated Snooker "shaft" yet.
But there are cue builders that do specially crafted Snooker "shafts" to even have less deflection. They go as low as 8mm (9mm is the "standard").

BTW, it's not really the taper per se but that they have much less mass (no huge hunk of plastic, very small ferrule, very small tip with slim as in low height leather tip) and due to the smaller diameter are more flexible.

Again, LD is not about the lamination.
