And although the OP probably wasn't aware, the creator of WWYD posts like this must absolutely state which balls are dead (and maybe from where) and whether banks pass. This rule is observed almost entirely in the breach.That pic's angle does make it hard to see what's on or not.

I agree the CB can be killed (even frozen to the 14 with a good enough hit), but I also think the 4 needs to go a little wider than that (unless you're loading up the side spin)...Maybe I'm seeing it wrong, but it looks like you can kill the cue ball with left draw. This is one of my favorite moves and a shot I practice a lot. Varying angles and amounts of inside to get it tucked up nice and protect me balls.Thin the 5 into the 13 and come off the side rail back onto the 3.

Lets look at it from a competitive view point.
The score is always the deciding factor in how you play any shot in one pocket.
In this situation if I need one ball and my opponent needs 6 or more I might go for the 4 ball bank and hope not to sell out.
But if the score is real close I'm playing safe.
That does not seem possible...I don't think you can come off the 14 and hit the 4 at all, much less stop anywhere near it and have the 14 come very far off the end rail.If it lays right I would bank the 14 and lay the cue ball on the 4 otherwise just bank the 4 like Bob suggested.
You shot does open the 9/10 up for the other guy.Banking the 4 looks good on paper but for my money I'm still going to bump the 5 to the rail and snuggle the cue ball up to the 1 and 13 most of the time depending on the score and my opponents skill level.
He likes banking the 4, in case you couldn't connect the above with anything...All the cue ball needs is allot of 9 o'clock/Horizonal spin to steer it your direction.
Your main goal is your ''cueball position behind the 14 in line with your pocket.
