YesIs that weight bolt tapped for a small bumper screw?
So I have some early 70's ADAM's (or at least the company that became ADAM) and they all have tapped weight bolts just like that.

The butt and joint rings remind me of him but don’t seem exactly on brand for him.

Please elaborate on these doubt's, what is making you feel that way?I doubt that is a Rich, Paradise or even an Adams cue. It could even have been made by some novice cuemaker in the U.S. Who knows?
