I do not remember either Mayer or Rich cues with that butt sleeve bottom connection screw. I doubt Frye used that screw as often he had a penny under the bumper for year of make and the penny did not have a hole in it to my knowledge as this setup would require.
 
The very blunt pin is interesting. Unusual perhaps.
Did Rico Cervantes use that blunt pin early on? I don’t know why it immediately popped in my head.

The butt and joint rings remind me of him but don’t seem exactly on brand for him.

I have a 1969 Rico cue, but I can't say it is representative.

I haven't examined his cues enough to say really.

I'll say maybe.
