I think I understand the guy's position about authenticating in the Balabushka/Tascarella thread a little better now.
Tim would not logo a Cue if he didn't like the final result. He would destroy them usually in front of a full shop. Every now and then a friend of the shop would beg the Cue. And Tim would discount it accordingly. The front of this Cue has a bad blemish. That is why I said I doubted Tim would put his name on it.
The owner dies. Never sold the Cue as he promised and it gets sold for $200.
It is not a TS Cue guys. It is a no logo second at best. More than likely given to a friend at best. I knew that when I saw the Cue.

Are you saying he made an error?
I am aware that Scruggs let cues out of the shop with such conditions. Some other cue makers have done the same. I find such cues very interesting in a way.

Got a text with the explination the cue was a "cost of doing business" with another shop that put the logo and finish on Scruggs cues from time to time. Seems this one never made it back with the batch sent. I understand now why the logo is not a big deal like it would be with other highly collectable makers.
I had a friend that also had an unidentified cue which was later sent to Frey and Bob did remember the cue and at that time add the logo to the cue. He was unsure why it didn't have a logo wether it was requested by the buyer or possibly because it was an early cue.

I won't comment about that directly because I am no expert on TS logos but I will say that I have seen other re-logo jobs and they sometimes are done with a later style and not necessarily period correct. This isn't always true I guess and if you have to get such work done I suggest making sure you talk to the repair man so you are both of the same mind about exactly what you are getting. Avoid disappointments. Communication is key.
I don't know how any particular person might feel about whether a logo is period correct. Personally, I prefer originality...or as original as reasonably possible.
For example, if I send my block letter Joss back for a refinish and they need to re-engrave the logo it will be the later version of the logo, which is very nice but not original. My logo was less than perfect when original and I like it that way.

I have no idea but if you have a cue that IS A SCRUGGS Bob can put a new butt cap with a TS logo on it. It is pretty widely known that Bob is Tim's authorized repair shop. It's also on Bob Frey's website.

I've refinished a few of Keith Josey's cues, but I'm pretty sure that doesn't give me the right to start signing his name on unmarked cues.
Bob has the rights & permissions to do that though from Tim for quite awhile prior to Tim's death so your analogy is meaningless.
Curious. How long ago was that? I don't think he does it any longer.

Tim and Bob have a GREAT deal of history together and have known each other since they were kids and Tim has publicly said that Bob Frey may do his logos and is authorized for repairs. Bob worked in Tims shop, made his blanks too at times.

Seems to me somebody once said Janes had permission to inscribe Stroud's logo. Not sure if that's true.

Not sure about Stroud's logo, but since Dan Janes finished a few of Tim's cues after his death, I think it's reasonable to assume that Dan Janes is one of two that would have authority to do the logo for Tim Scruggs. This is the history.

I don't think there is a discrepancy on who can authenticate one, I think the issue is who can add a logo to a cue that doesn't have one? Big difference IMHO.
