I'm not saying that if he owes you something you should'nt try and contact him about it, but it should be done in private, not on a public forum. I admire Bill Stroud as a cue-maker and have owned and sold 3 of his cues....he's a legendary, great cue-maker.......no bout adout it.......NUF SED on that!
But Kickin'Chicken is absolutely right....you make a deal, you honor it....and not when it's convenient or profitable for you to do so either....you honor the terms....get it done....and cry about the experience later.... like......I got screwed on that deal and I'll never make another cue like that again......what the hell was I thinking when I agreed to do this........BUT......you DO NOT default, delay, impede, ignore, procrastinate in any way on holding up your part of the arrangement. People are measured by their actions and not their words.
Now I don't know the entire background and so I won't comment about Bill's behavior and yes, I'm entitled to comment about that when it comes into question....especially on a public forum.......but I'm not.

What's an epic fail is how this dude shot an air barrel that got this entire community to waste countless hours on a bs cue. First of all, stop putting this guy on some pedestal. There really aren't any real legends in pool. You can pull 20000 people out of random phone books and nobody has a clue in hell who this guy is. So he made nice cues---whoopdie do. A legend is someone like Jack Nicklaus, Arnold Palmer, Joe Montana, and Michael Jordan. Guys that can't take a piss without 100k people swarming them. This guy is a legend among a mega small community of pool players (who happen to appreciate custom cues). The normal pool playing shmuck STILL has no clue who he is.
Frankly, I don't care who he is. I'm tired of reading these bs cuemaker beat-down stories. I hope he gets flamed to death until the cue shows up.
How on earth can you defend someone (and I trust Luxory) who takes $3k and MIA's w/ it?

normally I would suggest to boycott buying his cues, but he is retired now, so................
I own 4 early JW cues and they are great cues.I have met Bill and he seemed to be a very nice honest guy but then he goes and blatantly rips a good friend of mine off and we are suppose to be quiet and not worn fellow az'ers out of respect for what bill has done for this industry..That's just crazy. Mabye we don't know people as well as one might think.
So in your eyes, he gets a free pass, meanwhile being able to make promises to people he has or had no intentions of keeping?

Luxury, this is not an isolated incident.. I have a good friend that paid Bill a substantial down payment for his "dream cue." After several years, and very very poor communication from Bill my friend took a road trip to confront Bill since he would not return his calls or send his deposit back.
The result was, he never got his cue but did get his deposit back. Only because he took a very long trip to confront Mr. Stroud. His tune changed drastically when face to face but he never followed through on his promise of making the cue. Just a bunch of BS excuses.
I'd not hold my breath if I were the winner of the contest. YMMV
