Joe tried to sell a cue containing ivory to a guy in London, according to the DOJ report. I'll tell you right now he is the ONLY one who has every done this and NOONE does it currently or will ever do it in the future...yah right....

Notice they couldn't find evidence that any of his ivory was illegally imported, but apparently have plenty of cigars to smoke now....
My guess is the DA offered him a deal and, after consulting with an attorney, plead guilty because it would be considerably cheaper than trying to fight it.
SO, Atlas PAID 150,000.00(NOW you know why there shipping rates are so damn high) and Joe paid whatever Joe paid(apparently it wasn't enough to brag about, since it isn't listed in the report).
Joe brought attention to himself with the "loaded up with ivory" claims and the DOJ put a sting on him. The raid produced no more evidence of wrong doing(except for the cigars that the Feds are now enjoying). Say what you want about the guy in other aspects, but I think the report speaks for itself..
Now let's spend some tax dollars on Lance Armstrong and a new Assault Weapons Ban(500,000,000.00 proposed for NOTHING).
