That referee is knowledgeable and I cannot believe that Filler did not pick up on that, its very easy to know its no rail judging by the speed of the cueball. Grady Mathews taught me this.
If cueball moves very quickly after contacting the one ball --- if you saw the shot on the 1-ball then it means it didn't contact a rail after hitting the one-ball. I'm impressed by the referee for spotting this very quickly or maybe he got a good eyes. For me I just know by looking at the behavior of the cueball.
