Yes, there are add-ons that can be installed into VBulletin (just like the vBookie) that will allow admins to read PMs. Those add-ons have not been installed here. Of course, there is no way for me to prove this since it would not change the outward appearance of the site.

Nothing else on the entire web site changed, the functionality was exactly the same.
It was done on the advice of the lawyers to avoid lawsuits regarding what was "implied". They were never sued over it but it was what their legal departments decided to do.
There really is no way to prevent an administrator from being able to read private messages short of letting individual users generate their own personal/private key to use for their own encryption, any other method really can never be called "private" really but I think expecting complete personal privacy on a privately run forum that is free of charge is a bit unreasonable.
