This was the problem, you put moisture on the dowel, then put the glue on the dowel. The moisture started the curing process/expanding process before you even put it in the hole. The proper method has been described above already, so I won't repeat it.
From you earlier post, the clearences were fine,
no, they werent fine.
the .003" error of my calipers was just enough to screw it up.

That's ok, you can just cutoff the protuding dowel and rebore the forearm.
