Outsville racking templates are not bad. It only takes aome little effort to utilize them properly. In order to do that, one has to be literate, literally There are 4 letters on the bottom: P, U, S and H. So all it takes is just following the instruction manual.

since last decider, when Peter Ebdon (as long as I remember correctly) was involved

Feels like the best World Championship in years! Last three matches (both SFs and Final) are a must watch. Those last four warriors seemed just unplayable at times.

(I feel for Murphy, can you imagine he's now lost 4 finals, after winning his first at 22 as a qualifier. Hopefully he does get his second)

I second woodscues, you'll get a proper set with case and extensions at your budget and I have ordered from them in the past succesfully

If you’re okay to wait a few months you could always just order one directly from JB cases and have it made exactly how you like.
