Rule Question

That's almost it. The table showing special racking cases has the line "object ball on the headspot" in the lower left corner of the table. That should be "object ball in the kitchen and obstructing the headspot". If the object ball is over the line you don't use that case.

I have never seen the case the table is wrong for. The cue ball has to be in the rack and the object ball has to be just out of the kitchen and near the headspot.
I've played shape on my last ball more than once, when that ball was ''just'' over/touchin' the headstring. A great breakout angle with outside cueing.

Need some advice on what to do at my local hall

IMO:
Are you looking to be the one doing the organizing, such as being a TD? If so, do a weekly or "Pop-Up" tournament. Stay away from the leagues. WAY more work and drama for you.
I would be doing the organizing. And full note, I've done some tournaments in the past and have sat them down to focus on getting everything ran well.

I'm not quite sure of the OP's original intention here, given:
  1. Is he trying to get more players?
  2. More quality players?
  3. More league players?
  4. More tournament players?
  5. Better maintained tables so it brings in more players besides the up kept 8 of 18?
My intention with this topic was to get some ideas of what to do with the clientele of pool player I described that frequent the hall. They do not like leagues, the majority are money players, and they are usually in there more than twice a week. Due to a hall closing in the Bronx, a lot of those players now come up to my hall.

Is guy who runs runs place owner or manager?

If not owner, does owner care?

Owner doesn't care. It's the only hall in town and he makes his money off of the hookah smoking crowd.

Pechauer Cues

I know this is probably a dumb question but I've had something similar to this happen before.

I had the Elkmaster tip put on the Pechauer CF shaft. Seybert's order form says the Elkmaster tip is 14mm. The Pechauer CF shaft is 12.8. I am going to assume that Seybert's will turn the Elkmaster tip down so it fits perfectly on the 12.8mm shaft.

Correct?
