I found the transaction thru my old e-mails and via Paypal, not thru eBay. Sorry but this is proof positive that you CAN file a dispute after 45 days. He's done it and the money is currently being withheld from my account. There is no disputing that.
Jay,
Is this the same guy?

Jay,
I can sympathize with you re; a human voice on paypal...Whenever I get to one, they listen to my story and then transfer me to their resolution department...45 min. later, (on hold) the line goes dead....twice now !!!
I bought a cue from a guy in SLC, and used paypal...he had a fairly common name for an email address, so he had several numbers in there too...I was one number off, so somebody else got my $700...I re-sent the money to him next day, with the corrected address, (as I had promised, and I did not want to lose the deal on a good cue)...thinking I would have no trouble getting the money back...Its been almost 3 weeks, and paypal has yet to do ANYTHING but assure me (via canned email letter) that "they are looking into the matter". I have jumped through all their hoops, and they still don't even act like they understand my specific problem. Of course my emails to the "wrong" email address have gone unanswered ??? No reflection on the "right guy" as he was great to deal with...Wasn't his fault I can't read..They keep saying I should contact the guy...Why in the Hell don't THEY contact him ?
If they don't resolve this, they are history with my business, for sure..
PS..Just an aside...that wikileaks guy, Julian Assange,...is supposed to be going after Visa, MC, and PayPal, for massive improprieties, and decietful business practices, both here and abroad. (real shocker there, huh ?)....Hope he lives long enough to make his case....He's messin' with the "BIG BOY'S" there, and he's allready pissed off the CIA... I don't think Micheal Moore (who floated part of his bond)...Is enough of a tush-hog to save him from them...

Did you fund your mistaken payment with a credit card?
Have you opened an online dispute through PayPal on the first payment?
Kevin
Do they tell you why he's disputing? Like "the engine seized"?
Also, as someone else asked, have you tried calling him and asking WTF?
Best of fortune getting this made right, and soon.
Did you write AS IS on the bill of sale? Johnnyt

Kevin,
I have read all your posts with interest...Its obvious you know the paypal system better than most, and thanks for responding.
First question, No..it was funded from my checking acct. I was gullible enough to link it that way, with a Visa back-up. I have since put a $100 limit on it. I have read some scary things in this thread re; PayPal, and I think I am going to give them the boot, once this is cleared up. (if it ever is)...My time seems to be worth about .08 cents an hour to them.
I have tried to open an online dispute, but they keep sending me info that is not pertinent to my actual problem...My frustration is over the top. I'm going to fire at them again tomorrow. I feel I have $700 setting in someones PayPal acct,(or probably their bank acct. by now) and they will not even intervene on my behalf, to attempt to rectify it.
They keep telling me to contact him, and all I have is his email address...He could be in Alaska or China, or dead, for all I know. Four emails to him, and no response yet !!!
Thanks again,
Dick
PS, We have a mutual friend, Charles Morrison, who speaks very highly of you, and the way you conduct your business. If I ever start investing in high end cues, you'll be my "go to" guy.
I have tried to contact him with no response. Paypal keeps asking me for tracking information on what I sold him for $500. There is no tracking information because it's a car and he picked it up. I explained that the $500 was a deposit on a car, and I gave them the item number of the eBay transaction, which this guy was the high bidder for. I have provided them with ALL the pertinent information. I'm beginning to think there are no humans at Paypal, just machines.
I have explained all this in my dispute responses. I am awaiting the outcome of this dispute now. I did tell them in my response how upset I was that someone could pull a stunt like this after seventeen months, and Paypal would even give any credence to something like this. Also I told them that my sister was a former D.A. (true) and I would go to the U.S. Attorney General if the money was not returned to my account.
Now it's just wait and see. I'll let you all know what happens next.
You will not believe what just happened! Paypal just put the money back in my account! Hallalujah! I think that the advice I got on here really helped.
