The conversion over to 9' tables really began in the 40's. Mosconi was a big proponent of the smaller table, easier for him to run balls. He won most of his titles on the nine footers. So they've been around and in popular use for over sixty years. Yes, they played 9-Ball on the ten footers back in the day. One Pocket was kind of a new game in the 40's. You continued to see ten foot tables in many poolrooms (at least a couple) until the 60's. After that they became more and more scarce.
