My guess is 1995ish to current. Lot of Asian GC copies around. If thats what it is. If it was AMF it should have a plate on it. 3 piece slate - definitely! Rails/rubber - unknown, but to the best of my recollection they were using something very similar to Gold Crown cushions (K66?). They played pretty much the same.
