The problem as I see it
The problem is that he can take you out of your game with all of this foolishness if you let him but you can't take him out of his since he doesn't play.
The world has changed and not for the better in some ways so the old solution of just ambling over and jack-slapping him in the middle of the bar isn't the best solution anymore. I do suggest going over to him when there is a group of people close enough to hear and ask him what his problem is. Odds are he will crawfish.
However if there is a real problem it is better to know it. If it is over a misunderstanding you can straighten it out. If he has a real beef then things are a little dicier. Going to the owner may get either or both of you thrown out or no action, you know the owner better than any of us commenting long distance.
Talk to the guy with others nearby first. Then you can consider the next step. I often led somebody on a quiet walk in the back of my business and explained how they were disturbing me in a quiet calm voice after throwing a friendly arm around their shoulders once we were away from people. It worked wondrously well for me and I never had to tag anyone I took for a walk. A quiet talk in private away from witnesses is a consideration if the public talk isn't effective.
