Not in my experience
This is not at all what I have experienced in working with TAR.  I have ordered 9 of the 11 dvd sets they have produced, and two of them had a defective disk.  I am in the minority as this does not happen often, but I also have terrible luck, so it happened to me twice.  I have spoken to Justin and to Chad personally over the phone and through email multiple times.  Both times my disks were defective they took care of the problem.  The second time I was told it was sent but I never received it.  Upon this news, Chad took it upon himself to send me another dvd without prompting from me.  I even told him I was not looking for handouts and he sent it anyway.  
In talking with both Chad and Justin, I have found their customer service and overall approach to doing business is much greater than what I have seen at every department store I have been to in the past 10 years.  In a time when most people could care less if you get what you pay for, TAR is an exception.  I would encourage everyone to continue their support, and if it happened like you say, I assure you this is one that unfortunately got lost in the cracks and they will make it right.
