Did your opponent expect you to shoot for him too?
If he doesn't want to do his job as the opponent, then it's on him. The rules are very clearly stated and well known. If you don't enforce them with him, how can you enforce them with anybody?
I call fouls on myself all the time (mostly because my playing partners don't know the rules and I'm trying to teach them), and generally play with above-and-beyond-the-call-of-duty sportsmanship...but in a tournament you're expected to pay attention and go by the book. IMHO.
