Someone named Ray Andrew has filed a dispute on Paypal claiming I owe him $500. The date of the alleged transaction is July 28, 2009. I've never heard of the guy and have definitely never done any business with him. The money has been removed from my account and placed on hold.

I've never had a problem like this before on Paypal. The guy is obviously a scammer. I have sent an e-mail to Paypal stating exactly what I said above. Does anyone have any other suggestions for me? Thanks.

How were you notified of this?

An e-mail (I was suspicious too), but I checked with Paypal and there is a dispute and the money is on hold. I think the way this scam works is that if I don't respond in seven days he will get the money. If he tries this on enough accounts some people may not see it or respond in time.

It's difficult to believe that paypal would "return" money to an account that never DEPOSITED money to your account.

Jay I had something similar happen a few years ago, I hope things work out better for you than me, but I would go to the Paypal Website and call them and speak directly to their customer service.

Hope things work out for you.

My God, there is a $500 transaction with this guy on that date. And now he's disputing it. I have no way of remembering what I sold to him, I've done so many transactions on Paypal over the last few years. I wonder if they can find out what he bought from me. I think it is listed as an eBay deal. Totally weird, and frightening too. If I can't trust Paypal then I'm done with them.

Whatever he bought he received a long time ago. Strange that now after a year and half he is disputing it. Paypal security should know better!

Huh, you mean you can actually talk to a real person. Thats news to me.

I can't believe PayPal would take money out of an account before checking to see if there was a legitimate transaction made on that date.
When you file a dispute, do you not have to provide PP with the transaction number?

Jay, there is a deadline, 90 days I believe, after a transaction to file a claim and that is way past the deadline. Something is not right here.

I would be willing to bet that he paid with a Credit Card, and that his Credit Card Company is behind this, that is how I got ripped ofa while back.

This is paypal's number.

888-221-1161

You should see instructions on your notification as to how to deal with it. Just explain your side of it and if possible provide them with a tracking number. Typically a person cannot file a dispute that long after the transaction. But maybe they can now - paypal changes it's policies all the time.

You should just check your records and emails and try to figure out what the transaction was for.

I have dealt with paypal for 10 years and almost never had a problem. They have always been very responsive to me and solved any issues within a day.

However there are plenty of people with paypal horror stories. They are unfortunately the only game in town for instant payments over the web that's reliable. As such they wield enormous power and are unregulated. They are not subject to any banking laws anywhere and you know it when they do things like this.

Call that number and get a human. Before doing that read the instructions as to how to handle the dispute and gather whatever evidence you can put together.

Jay, I am a good friend of Ray ... just send me $200 and I will tell him to cancel the dispute claim. I only offer this because you are such a great person, just shoot me a PM and I'll tell you where to send the money. :)

P.S. OMG, enough with the red rep! I was only joking around!

I had an issue with PayPal and phoned them. The help person was very helpfull and eventually sorted out my problem. As it was a toll call from NZ to the USA, they called me back. It also verifies m details for their benefit and mine.
Keeping a log of your activity is also helpful.
PayPal should have an accurate record of your account,as well as your bank. Make sure that the threat really is from papal with a phone call.
The email could be going anywhere and any info you provide just adds to the hackers knowledge of you.

Paypal is a huge piece of shit. They have so many holes it's ridiculous. The only time I ever use them these days is to pay people I know. I bought a T-Shirt from TAR recently, but before that I haven't used paypal ever since they allowed a $1400 scam against me.

Again, paypal is a huge piece of shit.

Well, I am glad to know that you did not click the link in the e-mail to reply. There are so many scams out there with PayPal. Years ago, pre PayPal, I had X-dot-com, which was the first of its kind to pay via Internet. It later became PayPal.

There were so many scams, I closed my account and never looked back. It's no good, that PayPal.

With that said, a lot of people in my industry who don't have a merchant account to accept credit card payments used to use PayPal to get paid from each other. For example, if somebody hired a proofreader, the proofreader would usually want to be paid via their PayPal account.

After PayPal instituted their monthly fees for some accounts, everybody who used PayPal was in an uproar about it.

Now they are using a new system to get paid, and believe it or not, it is much better than PayPal. Banks today are offering "Dial Pay." There is no monthly minimum, and it costs $9.95 a month and 3 percent on each transaction. There is no PCI fee at all.

Though it is more expensive than PayPal, the people in my industry seem to like it much, much better. The 3 percent and $9.95 isn't that much to sacrifice for peace of mind. Plus, it's tax deductible.

Contact your bank and see if they have a "Dial Pay" system. You may be able to find out more about it than what I have shared. I'm just relaying what has been shared with me.

Close your PayPal account after this fiasco settled and find a different method for payment, Jay. :)

I think just a Phishing scam Jay. I get those to my Hot Mail account.
Pretty much any excuse to get you to click the link provided and log onto your Pay Pal account thru their phoney web site.

I've clicked on a few of those phishing scam sites and its amazing that those web sites can be made so accurate to emulate the real sites.

Good luck and I also dislike Pay Pal.

I've made an appointment at the bank to open a second account. I will use the second only to transfer the correct amount of money
to do a transaction. That might protect ones bank account but Pay Pal also requires me to back my account with a credit card. If there isn't suffient funds in the acc then they will debit the credit card so either way a guy can get hooped.

Did the guy who said his name was Ray Andrew in this thread ever say why he was doing this? Apparently its not a scam and dude has beef with something you sold for $500. You just better hope it wasnt a bet or something like that. You'll probably win Jay but if not...damnnnn

My first thought also was that this is a phishing scam trying to get your paypal login info.

But since you say that you logged into your paypal account seperate from any link provided in the email you received, and that it does show this $500. dispute, maybe there is something to it.

That said, I also believe that there must be some paypal rule against making a dispute 18 months after a transaction.

Definitely call paypal and sort it out.

I'd be interested to know what they have to say as I do a lot of paypal.

Best,
Brian kc
