I would say if Wang Can is in the top 10 in China/Taiwan it is barely. I am not sure he is actually in the top 10 there TBH, I can think of 10 players I would likely take over him.
The best thing I am hearing about Shaw is that match where he played really good and shot the best anyone has ever seen him play, and still lost... I have watched him blow tons of matches. He has loads of ability but he cannot hold it together like the elite players who actually win the top end events. Sorry to say but Shaw is not of the same level as SVB or Darren or Niels or, Ko or Chang or Orcullo or Thorsten or Biado, or... He is simply not that level. If you think barely in the top 50 is elite then whatever. But in most single competition sports being in the top 50 does not cut it and those guys rarely win the events.
In a world class event there are usually 15-20 guys in the event who are the clear favorites in the total of 128 and the winner is likely coming from that group of players. Shaw is not in that group, he is in the next group of talented darkhorses who if they won the event with the best in the world in attendance would be something of a surprise. That is the simply reality whether you choose to accept it or not.
Shaw has talent, but he simply does not have the professional composure the elite pros in the world have. The elite guys ARE winning events, SVB just won his 3rd US Open in a row, that is elite. Darren Appleton has won multiple world championships, that is elite. Niels is the world 9-ball champion, that is elite. Orcullo is elite, Ko (both of them) are elite, Chang (both Yu Lun and Jung Lin) are elite. Shaw is not at that level of those guys.
