Having someone hand carry it is the best option. I do agree with you that a year should be plenty of time to get someone to carry it over.
Depending on what stage the various components are in, it does often take months to build a cue and it is possible that conditions changed during that time making him less willing to try plain shipping. Technically any movement of ivory, including people's personal playing cues, in or out of a CITES country makes it illegal ivory. However I haven't heard of players losing cues flying around with them.
Edwin has too good of a reputation to let it get damaged over a bet. Hopefully he will be here soon to tell his side of the story and sort things out in a manner that is acceptable to both of you.

If Edwin built me a cue that has Ivory in it, surely he would know that there would/could be a problem sending it to the USA and that a non Ivory cue would have been a better choice.
He had said to me over a year ago that he would have a friend or family member bring the cue into the USA but that he was waiting for someone to make the trip. It would seem that after 18 months that is not a viable option.
