Does not look like a Tim Scruggs. I've never seen him use the plastic rings in the butt section. Those were generally used by other cue makers. The joint collar does not look like the material he used on early cues, assuming this one is fairly early.
It also does not look like a Bushka or Tascarella. There is too much separation at the base of the points to be either, but that does not leave out the possibility of it being an early Tascarella, before he became consistent with point dimensions. The bumper does not look right for Bushka. The butt sleeve looks too long for Bushka.
The joint does not look like stainless steel, which would not be consistent with Scruggs, Bushka, or Tascarella. It looks like a nickel silver, which was used by Palmer, Paradise, and a few others in the 60s and 70s. The wrap could be old Cortland linen.
I have to admit, a bit of a mystery.
